Arkansas has a medical card to provide safe access to medical products to patients. The program was approved by voters in 2016, and the state has established specific rules for patients, physicians, and dispensaries. The following is a summary of the Arkansas medical laws:
- Arkansas voters passed Amendment 98 (Issue 6), allowing 21 and older qualified patients to use therapeutic medical products with a doctor’s approval.
- Patient requires proof of Arkansas residency.
- Patients 18 or older can qualify for medical products if they are recommended by a certified Arkansas physician, but a parent/legal guardian must act as a caregiver and provide written consent.
- Patients can possess up to 2.5 ounces of medical product every 14 days from licensed dispensaries.
- Visiting patients may buy medical products if they hold a valid card (or equivalent) from their home state and provide certification.
The AMMC Program oversees cultivators, processors, and dispensaries, enforcing packaging, labeling, and testing rules.

April 16, 2025 – Gov. Sanders Vetoes HB1889
- Governor Sanders vetoed HB1889, which sought to allow drive-thru pickup and delivery options, keeping existing strict regulations in place.
Arkansas Possession Limits
- Registered patients with a valid Arkansas Medical Card can possess up to 2.5 ounces of medical product every 14 days from licensed dispensaries.
- Recreational use of medical plants is not legal in Arkansas. Only qualified patients can legally use and possess it.
- Cultivating medical plants at home is not allowed, even for qualified patients. It must be purchased from state-licensed dispensaries.

Your medical card is valid for up to one year, or less if specified by your physician. You can renew it up to 60 days before it expires.
Is therapeutic medical product treatment legal in Arkansas?
Yes, as long as the medical product is purchased by the licensed dispensary for the qualifying patients via the state-regulated program, the medical product is legal. Patients with a valid state-issued medical card are legally authorized to purchase, possess within limits, and use these products.
