According to the Michigan Medical Marihuana Act (MMMA) 2008, medical marijuana is legal for qualified patients with a state-issued card. They can possess, use, and cultivate marijuana. To get medical marijuana, patients must meet specific eligibility requirements given below.
- The patient should be an Michigan resident, at least 18 years old.
- Patients and doctors should be registered with the Michigan Medical Marijuana Program (MMMP).
- Medical marijuana is eligible for patients with qualified medical conditions.
- The patient must present a Marijuana card if they want to buy marijuana products from a licensed dispensary.
Michigan Reform Timeline
- November 4, 2008: Michigan voters approved Proposal 1, legalizing medical marijuana under certain conditions.
- December 4, 2008: The Michigan Medical Marihuana Act (MMMA) became effective.
- April 4, 2009: Administrative rules for the medical marijuana registration program under MMMA took effect.
- September 2016: Governor Rick Snyder signed legislation that regulated medical marijuana dispensaries, introduced taxation (3%), and allowed non-smokable forms (edibles/topicals).
- November 6, 2018: Voters approved Initiated Law 1 of 2018 (also known as the Michigan Regulation and Taxation of Marihuana Act, “MRTMA”), legalizing recreational (adult‑use) marijuana for 21+ with regulations.
Michigan Possession Limits
Adults (21+) – Recreational Use
- Up to 2.5 ounces (≈70 grams) of usable marijuana in public.
- No more than 15 grams of marijuana concentrate included in the 2.5-ounce limit.
- Up to 10 ounces of marijuana may be kept at home. Amounts over 2.5 ounces must be stored in a locked container.
- Up to 12 marijuana plants may be cultivated per household, in a locked, enclosed space, for personal use.
Registered Medical Marijuana Patients
- May possess up to 2.5 ounces of usable marijuana.
- May cultivate up to 12 plants for personal medical use.
- Patients can also designate a caregiver to grow on their behalf (caregivers may cultivate for up to 5 patients, with a 60-plant maximum).

- The state also allows the Medical Review Panel to add new qualifying conditions. For example, autism and PTSD were added in later years.
