Utah’s medical cannabis program was established in 2018 and is regulated by the Utah Department of Health. Qualified patients with registered healthcare provider recommendations can access medical cannabis through state-licensed pharmacies.

- Qualifying conditions include HIV/AIDS, Alzheimer’s disease, ALS, cancer, cachexia, Crohn’s disease, ulcerative colitis, epilepsy, multiple sclerosis, PTSD, autism, terminal illness, chronic pain lasting over two weeks, persistent nausea, and rare conditions affecting fewer than 200,000 Americans.
- Patients aged 18-20 and minors must petition the Compassionate Use Board for approval.
- Home cultivation is prohibited for all patients.
- Smoking cannabis is illegal; only vaporization and other non-combustion methods are permitted.
- Recreational cannabis remains illegal in Utah.
Utah Reform Timeline
2014 – CBD Program Established
- Utah passes legislation allowing patients with intractable epilepsy to access CBD-rich cannabis extracts with no more than 0.3% THC.
2018 – Medical Cannabis Approved
- Voters approve Proposition 2 legalizing medical cannabis in November. The law is replaced with compromise legislation in December featuring tighter restrictions and greater state oversight.
2019 – Program Modifications
- Governor signs legislation making key modifications including prohibiting discrimination against medical cannabis patients in family court matters and expanding physician authority.
2020 – Pharmacies Open and Delivery Begins
- Utah’s first medical cannabis pharmacies open in Salt Lake City. Home delivery and drive-through services are implemented to improve patient access.
2022-2025 – Ongoing Status
- Lawmakers continue amending the program to address employment protections, expand qualifying conditions, and improve access for registered patients.
