Connecticut’s medical marijuana program was established in 2012 when House Bill 5389 was signed into law by Governor Dannel P. Malloy. The law allows patients with specific qualifying medical conditions to obtain a physician’s certification and legally purchase medical cannabis from state-licensed dispensaries.
To qualify for a medical marijuana certificate in Connecticut, a patient must:
- Be a Connecticut resident.
- Be diagnosed with one or more qualifying medical conditions.
- Obtain a certification from a Connecticut-licensed physician.
- Only adults aged 21 and above can possess and consume marijuana.
- Patients 18 years of age or older with a qualifying medical condition can use medical cannabis with the help of a caregiver.

June 2011 – Decriminalized Possession of Marijuana
- Governor Dannel Malloy signed legislation that decriminalized Small amounts of marijuana possession.
June 1, 2012 -Connecticut Medical Marijuana Program Established Under HB 5389
- Medical marijuana was legalized under HB 5389, signed by Governor Dannel Malloy. This established the Connecticut Medical Marijuana Program.
September 2013 – DCP Finalized Official Rules for Medical Marijuana
- The Department of Consumer Protection (DCP) finalized official rules for the medical marijuana program. However, the initial rules do not allow minors to participate in the Medical Marijuana program.
May 17, 2016 – Gov. Malloy Signed HB 5450
- Gob. Molly signed HB 5450, which allows persons 18 and older to qualify for a medical marijuana card. The state also added 6 more health conditions to the qualifying list.
June 22, 2021 – Legalized Cultivation of Cannabis
- SB 1201 was signed, which legalized recreational cannabis for adults to cultivate 3 mature and 3 immature plants at their residence.
January 10, 2023 – Adult-use Cannabis Sales Begin
- Adult-use cannabis sales were allowed for adults above 21 at seven existing medical marijuana dispensaries.
July 1, 2023 – Marijuana Cultivation For Adults
- Home cultivation becomes legal for all adults aged 21 and older. They can cultivate 3 mature and 3 immature plants at home, including a household cap of 12 plants.
Connecticut Possession Limits
Patients who hold a valid Connecticut medical marijuana card are legally allowed limited possession of marijuana. Here’s what the law permits:
For adult-use / recreational (ages 21+):
- Up to 1.5 ounces of cannabis on one’s person is allowed.
- Up to 5 ounces may be kept in a locked container at one’s residence (or in a locked glove box or trunk while transporting).
For medical cannabis patients:
- Their allowed “one-month supply” is up to 5 ounces of cannabis flower.
- They may also partake in home cultivation under the same 3 mature + 3 immature / 12 plant household rules (for patients aged 18 and above).
